But Makoto has access to nuclear damage if this was full on catfight then somebody must have gotten burned by anne.

Well in that logic Makoto flat out wins because she has the most healing potential

Minus persona usage:

Queen would run in, stomp down on Noir's axe, and punch her in the face.

While Noir flys backwards, Queen would turn to face an oncoming Panther. The match would begin with a quick lash, just shy of Queen's range, which causes her to flinch.
This gives Panther enough time to dish forward slightly, and flick her weapon toward's Queens legs.
Queen at this point jumps in the air to dodge, allowing Panther time to change momentum with her weapon to slash at Queen in the air.

Right as the whip connects to Queen in mid air, both of them get blasted to the side by an explosion, launching the to the corners of the arena.
Weak and hurting, the dust settles to see a very pissed off Noir with a gernade launcher.
As she reloads her weapon, she immediately gets a hole in her head, due to Queen's revolver.
Realizing her mistake, she immediatly looks over, while still on the ground hurting, to a Panther aiming her fully auto matic weapon, and pulling the trigger.
Queen, and her single action fire, loses to the all out damage.

Panther, damaged, hurting, and still on the ground from the explosion looks up to the sky, realizing that Oracle peaced out from the start, to go play games with Joker.

Anne kind of sucks, Makoto and Haru are way better.
