You go to the person you love, you bring a gift and just say it outright -

It works 100% of the time.

Unless the person you are in love with isn't Skull. Also explosives is a horrible way to confess love unless you spread out the explosives in a way that shows "I love you *insert person's name here*" and it's FAR away from anyone, especially yourself and the person you're confessing your love to.
