The command is only for Joker, Mishima, and the highest ranked member of the entire patrol. Police are the entrance portion of the patrol.

You start up in Police, My Branch, then you go to Military after you show that you can handle major thot alerts. No one except Joker and Mishima is allowed in command unless they appoint someone. A nowAnti-Thot God comes every 50 years and is the best thot hunter in the entire world.
