I'd start with the most active members, but my goal would to have everyone be playable if they request it.

Well, you could always just go by character bases.

You = Daru
Sayaka = Mishiro from Blank Dream
Pure-anon = an always smiling Futaba
Hibiki = Hibiki etc.
Captain Hazama is a BlazBlue character so that's easy

I'd just add them as an extra animation for special attacks. Not have the persona break thing. I probably could. But I don't have that type of skill, nor do I know if it'd doable in MUGEN.

And going with the bases works, then I'd have people do attacks based on things they do here. Like Shadow Hibiki, suplexing people with her special skill Wolf Suplex...don't ask...

To create a fighting game, one must hold expert knowledge and wisdom at fighting games. Do you know the vernacular well? How experienced a player are you of the genre? How is your understanding of the grander concepts that go into creating even a moderately balanced fighting game?

Yeah Armageddon would be my finisher or super or whatever we called it.

Not horribly to be honest, however it is rather easy to get into from what I've seen. I do know a lot of people who play the more traditional fighting games. So I'd be looking to them for guidance. And I used to be big into the Project M scene, counting frames, seeing how everything interacts and what makes characters play at a level field most of the time.

So if I had to sum up the answer to your questions in a word, no. Is that going to stop me, nope.

Will it be an arduous uphill battle, absolutely!

Will it be worth it if I can make one person smile or life, you bet!
