In regards to Persona OCs
What makes a "good" persona oc? What factors to most persona ocs have that make them able to fit in with the canon? What arcana do they have that's impactful to their personality or back story? What keeps a persona of from being OP? Hirai asking some questions.
At this point worrying about being too OP is behind us.
Like Hibiki said, there is no longer "too op". I don't have much room to talk, though.
The most important thing with any character is to make them feel realistic. Like, they could actually exist. They need to have some weakness, otherwise they don't feel human. You should determine their personality, and with it their backstory, before you decide their Arcana. The Arcana reflects them, they do not reflect their arcana.
Depends do you mean on these forums or in fanfiction?

Forums, what Hibiki said.
Fanfiction, what Gamma said.
You guys do realize they aren't necessarily talking about here right? It could easily be for writing, or some other RP site.

Anyways, part 2 of the only person ACTUALLY trying to answer the question.
For the sake of balance, just look at the games, or at least the abilities. Your character needs to be beatable, so for example don't give them a full list of nulls, that's lame. They should do well with one or two things, and struggle in another area.
My first part, the one that didn't pertain to balance, is also important on forums. A lot of the "characters" here feel really stale because they just get any personal stuff out of the way ASAP then simply get to the fighting. This is why I like doing the metaverse awakening. It doesn't mean as much so there's much more room for your character to grow as a person afterwards, instead of just becoming sort of... There.
I'm technically am an OC and I feel pretty original and balenced, my tip is to not force it, if it comes to you naturally it is way better than forcing it

Leave room to develop your character, its best to start with a couple of character traits and build off of that,

Backstory is key in Persona so put allot of effort into it! Don't make it a smooth ride for the character, as then they have to reason for a persona, and dont make it too edgy.
All Rpers are OF a technically, we're strange au versions of our characters at very least since we can't be the actual character...

Except for me since I am the real Yu Narukami.
